Cooperation of the Republic of Kazakhstan with the Republic of Latvia
December 10, 1992 – established diplomatic relations between Republic of Kazakhstan and Latvian Republic.
July, 1995 – Embassy of Kazakhstan to Lithuanian Republic, Latvian Republic and Republic of Estonia had been inaugurated.
August, 2004 – Consular section in Riga starts its functioning.
December 2004 – Embassy of the Latvian Republic to the Republic of Kazakhstan was opened.
Since May, 2013 – His Exсellency Mr. Baurzhan Mukhamejanov had been nominated as Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Republic of Latvia.
Since March, 2011 His Excellency Mr. Juris Maklakov had been nominated as Ambassador Extraordinary and Plenipotentiary of the Republic of Latvia to the Republic of Kazakhstan.
Political and diplomatic relations
The first official Kazakh-Latvian high-level meeting took place during the visit of the President of the Latvian Republic G.Ulmanis to the Republic of Kazakhstan on December 18, 1994.
The visits of the President of Kazakhstan N.Nazarbayev to Latvia (2006), Presidents of Latvia V.Vike – Freiberga (2004), V.Zatlers (2008) and A.Berzins (2013) to Kazakhstan became the significant events of the bilateral relations.
Inter-parliamentary cooperation is actively developing. Two deputy groups on bilateral cooperation were created in the parliaments of both countries. The Kazakhstani group is headed by the Head of the Majilis Committee for Economic Reform and Regional Development S.Aimbetov, the Latvian one – the deputy of the Latvian Seim (Parliament) I.Sudraba.
The official visit of the Prime Minister of Latvia Andris Berzins to Kazakhstan in September 2001 gave a positive impetus to the intergovernmental relations. The Head of the Latvian government was accompanied by the Minister of Economy, deputies of Seim (Parliament), mayors of Ventspils, Liepaja and Daugavpils cities.
The deputy Prime-Minister of Kazakhstan D.Akhmetov, accompanied by the heads of the Ministries of transport and communication, energy, industry and trade, the national company «Kazakhstan temir zholy» and oil companies, paid a working visit to the Baltic states at the end of 2000.
A mechanism of political consultations between Kazakhstan and Latvia effectively operates. Minister of Foreign Affairs of Kazakhstan. Erlan A. Idrissov paid an official visit to Latvia in May 2000 and January 2014.
Between two countries an intergovernmental Agreement on a mutual lifting of the visa requirement for holders of diplomatic passports is signed.
A collaboration develops between cities by the sworn brothers by Astana and Riga. On September, 23-26 2014 Mayor of Riga N.Usakov pay working visit to Astana. A business-forum took place with participation the businessmen of two countries.
Trade and economic cooperation
The trade turnover between Kazakhstan and Latvia in the 2014 was 324,4 million USD. Export is amounted 263,4 million USD, import is 61,0 million USD. Trade turnover between Kazakhstan and Latvia for 2013 amounted to 361, 2 million USD. The export is 302,2 million USD, import is 59,0 million USD.
The trade balance is positive due to Kazakhstan’s export of oil, ferrochrome, black metal. Considerable position in Kazakhstan’s export occupy cotton, rapeseed, salt oximetalic acids and mineral fertilizers. Frozen fish and canned fish are mainly imported from Latvia to Kazakhstan. The second place of the Latvian import to Kazakhstan belongs to the export of the enzyme preparations (pharmaceutical products).
According to State Register of Latvia, there are 33 Latvian-Kazakh joint companies established in Latvia.
In Kazakhstan 60 joint ventures with participation of the Latvian capital are registered. Generally the enterprises are occupied in spheres of logistics, trade and consultation of the financial organizations. The Latvian pharmaceutical giants of “Grindeks” and “Olainfarm” in RK have the representations. In Alma-Ata also there are representations of commercial banks of Latvia – “Rietumbank”, “Baltikums Bank”, “ABLV Bank”.
The important area of the Kazakh-Latvian interaction is cooperation in the sphere of transit and transport. Starting from 2003, the container train «Baltica transit» runs between two countries bringing cargoes from Latvian ports to Kazakhstan.
Two sides actively cooperates within the Kazakh-Latvian Intergovernmental Commission on trade and economic cooperation.
From the Kazakh side the co-chairmen of the Commission is First Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Rapil Zhoshybayev, from the Latvian side – Minister of Transport A.Matiss.
One of the goals of the Kazakh-Latvian Joint Council on business cooperation created under the auspices of Confederation of Employers of Kazakhstan and Confederation of Employers of Latvia is to assist in establishing business contacts. From the Kazakh side the co-chairmen of the Council is the President of JSC «National Company «Kazakhstan temir zholy» A.Mamin, from the Latvian side – the Chairman of the Board of SJSC Latvijas dzelzceļš («Latvian railway») U.Magonis.
Cultural and humanitarian cooperation
The cultural and humanitarian cooperation is actively developing between Kazakhstan and Latvia. At the present time, there are 30 Kazakh students studying in Latvian institutes in different specialties such as engineering, navigation, transportation, oil and gas, tourism and medicine.
Representatives of arts of both countries actively participate in various cultural events (festivals, competitions, fashion shows) held in Kazakhstan and Latvia.
The contractual-Legal Base of Kazakh-Latvian cooperation includes 19 agreements and contracts in different spheres.
The basis documents are the intergovernmental agreements on economic and scientific cooperation, on the use of the infrastructure of Latvian ports for cargo handling.
